This typically happens when either

A)  downloading a large number of files for example when archiving/copying files from Google Drive File Stream to a different location or similar  (most common)


B)  a large number of people outside of the org are downloading a shared file from drive.google.com  (less likely)

Note: The quota is not a static number, it rather follows a bucket algorithm to refresh the consumed quota. But unfortunately, the details of this algorithm is confidential to Google. It resets every 24 hours. There is, unfortunately, nothing that can be done by us nor Google to change the quota - instead - you'll need to wait 24 hours for the quota to reset.  Using the drive.google.com website should work without any issue as the quota is specific to the application on your computer.
